LES SCHWAB BOWL
6A/5A ALL-STAR FOOTBALL GAME
RULES AND GUIDELINES
PLAYER SELECTION PROCESS:
1. All selected players must be graduating seniors and must be
eligible to receive their diploma at the time their class graduates.
2. All selected players must attend an Oregon 6A/5A High School.
3. Players must be formally recommended by their High School coach
to be considered.
4. The total number of players selected for each team is 37.
5. The selection process will be coordinated by the Oregon
Athletic Coaches Association Directors for both the coaches
and players. The OACA office will be responsible for sending
player nominations to all 6A/5A football coaches. The OACA in
coordination with the selected coaches will set a meeting time for both
staffs to meet and review nominations and select the participants for
the game.
6. During the selection
process the Head Coach and his staff are to select a maximum of 22
alternate players.
7. At least 20 schools per North squad and 23 schools for the
South are to be represented unless the number of schools submitting
recommendations for each team is less than 20 or 23. In this case,
each team must have at least one representative from each school that
submits a recommendation.
8. Each coach may have 2 player selections from his high school
team. If criteria #7 from above regarding school representation have
been met, then a coach may be allowed 3 players.
9. 9. No alternate
player may be made from the school of any Les Schwab Bowl coach if that
coachs team has already 3 players selected from his school
.unless
he is replacing a player that had been previously selected from his
school. No more than 3 total from bowl coachs school team.
10. No more than 2 players may be selected from the team of any
non-LS Bowl Coaches team by virtue of the normal selection
process.
12. At least 4 players must be selected from each league.
13. Final interpretation or adjustment of
player selection rules is done by the OACA Directors/LS Bowl Committee.
14. There are not a designated number of 6A or 5A players to be
chosen. The coaches are to pick the best team possible while still
considering the total number of players from each classification.
The total players selected for each team is 37. **Note
There was some discussion on assigning a specific number of players from
each classification such as 18 6A and 16 5A with 2 wild cards. As
we looked further in the break down of leagues of 6A/5A - it did
not seem equitable when the North had four 6A leagues and only two 5A
leagues and the South had three 6A leagues and four 5A leagues. We
believe any coaches involved will strive to do their best in selecting a
team that represents all the classifications involved.
COACHES SELECTION
1. Each League Champion/#1 State Playoff Rep Head Coach will be
selected to coach in the Les Schwab Bowl. That would involve
adding a 7th
coach as the South team has 7 leagues. The North will have 6
leagues so their 7th coach would be and assistant coach or an
honorary coach chosen by the game coaches OACA Directors. The high
school assistant coach should be a veteran coach from one of the
selected coachs football school coaching staff if the selection is
not a honorary coach.
This
selection will be coordinated by the Head Coach/OACA. (If a Head Coach
declines to participate in the game, the usual replacement is the next
highest league/state playoff rep finishing coach from the declining
coach's league (if that league does not have coach
representative). IT IS A GOAL OF THE 6A/5A ALL-STAR FOOTBALL GAME TO
HAVE THE 2 STATE CHAMPIONSHIP COACHS
COACHING IN THIS GAME ALONG WITH ALL LEAGUE CHAMPIONSHIP COACHES
SO THE
ONLY EXCEPTION TO AN AUTOMATIC LEAGUE CHAMPION COACH BEING SELECTED TO
COACH IN THE GAME WOULD BE
. IF THE STATE CHAMPIONSHIP TEAM WAS NOT THE
#1 REP FROM THEIR LEAGUE. THE NON #1 LEAGUE REP COACH WHO WON THE STATE
CHAMPIONSHIP COACH WOULD REPLACE THE LEAGUE
CHAMPION COACH FROM THAT SAME LEAGUE.
The OACA/LS Bowl Committee will make final decision on staffing if
selection problems arise.
2. The Les Schwab Bowl Head Coach for the South and North teams
will selected from the following criteria:
A.
Highest State Playoff finish.
B. If
2 or more coaches are tied then the highest state playoff rep.
Example-2 coaches reached semifinals and one team entered state playoffs
as #1 rep from their league and the other coach entered as the #2 rep
from their league
Head Coach would be the #1 rep from their league.
Another example would be that a 6A coachs team lost in the final
Championship game so was 2nd in State and the 5A coach won
the State title game. 5A coach would be the LS Bowl Head Coach.
C. If
still tied, then the best State Playoff finish.
D. If
still tied, then the best total season record would be used as a tie
breaker.
E. If
still tied, then a coin flip conducted by the OACA would be done.
If the selected League Champion/#1 State Playoff coach declines to
coach in the game, the usual replacement process is to select the next
highest League finish coach from the same declined coachs league. The
OACA Directors will make the final decision on staffing selection if
problems arise.
3. Coaches selected to participate must be members of the Oregon
Athletic Coaches Association.
4. Participating coaches must sign a contract to follow all rules
and guidelines as set by the OACA/Prime Time Sports Committee. Failure
to follow the rules could involve consequences that would prohibit game
compensation and future representation to the Les Schwab Bowl All-Star
game for those specific coaches schools represented.
5. 5. Rules and guidelines will include the number of days
of practice, number of practices during the day, number of pad
practices, number of coaches involved in practices, number of coaches
involved during actual game. Actual game management such as offense,
defense, rushing of punts, stunting and other game issues will be
determined by the involved coaches from both teams and the OACA
Directors.
6. 6. Final interpretation/adjustment of coachs selection
process must be done by the OACA Directors/LS Bowl Committee.
TEAM SELECTION MEETING/PROCESS
1. 1. The team selection process will be conducted by the
selected Les Schwab Bowl coaches and monitored by the OACA/Directors.
This selection meeting will be held at a common site and time for both
the North a South coaching staffs as determined by the OACA
2. 2. The selection meeting should have input from all 6A/5A
leagues in Oregon. It is recommended that a coach from each league be
in attendance at the team selection meeting.
3. 3. The team selections will be submitted to Prime Time Sports
Event Management Team. They will be responsible for contacting the
selected athlete for further game information.
4. Prime Time Sports and the OACA will work together regarding a
press release of the selected team members and coaches to the media.
5. 5. Any issues not clear in this document will be decided by the OACA Les Schwab Bowl Committee/OACA Directors and any other appropriate
game committee members as selected by OACA Directors.
6. The OACA will send letters to the selected Alternate Players.
TEAM OPERATIONAL RULES AND GUIDELINES
PRACTICE:
1. Each team will be allowed only 2 practices per day, with
each practice session not exceeding 2 hours.
2. Only one practice may be in full pads while the other may have
helmets and shoulder pads.
3. Coaches may have one daily meeting not to exceed 1 hour.
4. It is the wishes of the OACA and whenever possible, for both
teams to lodge and practice at the same university/college/site.
5. Only the coaches selected to participate in the Oregon Bowl may
be involved in the pre-game camp which involves practice and meetings of
the players and coaches. No non-bowl assistant or head coaches are
allowed to be involved with the pre-game camp, which means
non-bowl coaches are not to be on practice field or meeting areas
communicating with coaches or players at any time.
6. Any other practice rules must be approved by the OACA Directors and
coaching staffs from both teams.
7. The number of days of practice to prepare for the game will be
determined by Prime Time Sports.
8. The date of the game will be determined by Prime Time Sports.
GAME
1. Starters: 11 different offensive and 11 different defensive
players must start the game. 22 starters, not counting the kicking
game.
2. No blitz rule is in effect.
3. 3. No rushing (blocking) of kicks, no more than 2 people may
rush on punts, field goals or extra points. Ball must be kicked in
timely manner (3-4 seconds). If ball is fumbled or muffed, it is a live
ball and non-rushing rules are terminated. (IT WAS SUGGESTED IN 2003
GAME THAT WE TELL THE PUNTING TEAM FRONT 5 THEY CANNOT LEAVE THE LINE OF
SCRIMMAGE AND GO DOWNFIELD UNTIL BALL IS PUNTED.
4. 4. If the scoring team is behind by 16 points or more, they may
choose to receive the next kick-off after a score. ( IT WAS SUGGESTED IN
2003 THAT IN THE LAST 4 MINUTES OF THE GAME IF THE KICK OFF TEAM IS
BEHIND IN SCORE THEY MAY ONSIDE KICK THE BALL. THIS WOULD MEAN
THAT THE KICK OFF TEAM IS 15 POINTS OR LESS BEHIND THE SCORE, OTHERWISE
RULE #4 STATES THAT IF BEHIND 16 OR MORE, THEY MAY RECEIVE THE BALL
AFTER THEY SCORE.)
5. The opposing coaching staffs are to agree on a basic defensive
front to be played the entire game, except in goal line or short yardage
situations.
6. Goal line defense may be used in situations agreed upon by both
coaching staffs.
7. The game will be 60 minutes (4 quarters of 15 minutes each). There
has been some discussion on the longer length of the game due to the
increased use of the passing game. Prime Time Sports may, with the
input from the game coaches, play the last two quarters using the high
school quarter of 12 minutes.
8. High School rules will apply with the exception of the above.
9. Each coaching staff may bring in 3 non-participating coaches to
work as spotters during the actual game on game day only.
They will not be official members of the coaching staff but may be of
assistance during the actual game.
10. Kansas Plan (high school) will be used in case of a tie in
score at the end of the regulation game.
11. Additional game changes must be approved by the OACA Directors
and coaching staffs of both teams.
EQUIPMENT
1. The individual players are to provide their own helmet, pads,
and practice gear.
2. The Les Schwab Bowl will provide game uniforms (jersey & pants).
3. Other equipment needs such as footballs, dummies and scrimmage
vests will be worked out with Prime Time Sports, university/college and
coaches.
